1. Principle of salary grading for state employees in the sector of news and communications
As of 25 May 2016, the joint Circular No. 11/2016/TTLT-BTTTT-BNV shall govern coding and standardization of profession titles of state employees working as editors, reports, translators or television directors in the sector of news and communications.
The following regulation shall define the principle for appointment and salary grading by profession tile for such state employees:
- Appointment of state employees into professions as defined in this joint Circular must be subject to their current occupations, responsibilities and expertise in accordance with Article 17 of the joint Circular.
- Transition of current state employee grade to equivalent state profession title shall not incorporate salary raise or promotion to higher state professional title.
- If a state employee is eligible to be appointed into a state profession title with salary ratio and level equal to his former grade, his new profession title shall incorporate the salary level and any extra seniority allowance ratio from the previous grade.
2. Application for post-natal benefits for minority ethnic women
As of 30 May 2016, the joint Circular 07/2016/TTLT-BYT-BTC-BLDTBXH shall provide guideline for post-natal benefits for financially challenged minority ethnic women whose delivery of newborn(s) abides by the regulation on population.
The application for benefits includes:
- The request for benefits for compliant childbirth (Form No. 01 enclosed to the Circular)
- The certified copy or the photocopy of these papers in the presence of originals:
+ Certificate of marriage of the beneficiary, who is a Kinh woman, to a minority ethnic man.
+ Conclusion by a provincial or central Medical Examination Council with regard to delivery of third child whose older sibling(s) suffer(s) from non-hereditary defect(s) or fatal disease(s).
Post-natal benefits for financially challenged minority ethnic women who give birth as per population regulations, pursuant to this joint Circular, shall come into force as of 15 June 2016.
3. Interim suspension of students having committed violations
Such measure is defined in the Regulation on student affairs concerning full-time university programs. The regulation is enclosed to the Circular No. 10/2016/TT-BGDDT that takes effect as of 23 May 2016.
Temporary expulsion shall be imposed on:
- Students who breach discipline or commit serious actions not permissible for students despite their being placed on warning.
- Students who are given a suspended jail sentence for breach of law.
Head of the tertiary education institution, on case basis, shall consider the education regulation to impose interim suspension for:
- One academic semester.
- One academic year.
- A period of time equivalent to the length of the suspended jail time.
4. Requirements for ministerial-level projects in science and technology
As of 27 May 2016, ministerial-level projects in science and technology must meet requirements in the Circular No. 11/2016/TT-BGDDT As follows:
- They are of great importance to the growth of education and contribute to enhancement of the quality of education and training.
- They solve issues in science and technology for development of education, economy and society.
- They augment professional skills of lecturers, researchers and managerial personnel.
- They combine education, science research and technology transfer.
This Circular also regulates that duration of a ministerial-level project is limited to 24 months upon its approval and funding, unless otherwise defined by Minister of Education and Training in special cases.
