According to the Decision, the Prime Minister of Vietnam promulgates the national action plan for digital economy development during 2024-2025 with the following viewpoints and objectives:
(1) Viewpoints
- Digital transformation and digital economy are new work; therefore, heads of authorities at various levels shall have in-depth knowledge of digital transformation and direct, carry out, and master its use to lead the digital transformation and digital economy successfully.
- Develop the digital economy with 4 pillars, i.e., ICT digital economy or information technology industry; digital economy of specific fields and sectors; digital management and digital data, which are the important driving forces for fast, green, and sustainable socio-economic development.
- The ICT digital economy is an important and deeply integrated driving force, comprehensively changing every operation in specific fields and sectors of the actual economy.
- Determine that the new space for digital economy development is the digital economy of specific fields and sectors, focusing on key fields and sectors with development advantages.
- Develop and consistently implement digital platforms to establish new spaces for economic operations. Digital data development shall be a new resource and an important input manufacturing factor of the economy.
- Develop the digital economy in association with the assurance of national security and protection of national digital sovereignty. Vietnam shall master digital platforms and digital data for autonomy and self-reliance in cyberspace.
(2) Objective
To accelerate digital economy development to achieve set objectives prescribed in Decision No. 411/QD-TTg dated March 31, 2022 on approval for the national strategy for the development of digital economy and digital society by 2025, with an orientation toward 2030 (hereinafter referred to as “Strategy”). Specifically, the determination of the key growth space of Vietnam’s digital economy is the digital economy development by specific fields and sectors, gradually making digital technology and digital data important input elements of manufacturing and business operations in each field and sector to improve the effectiveness and general competitiveness of the economy.
