1. Regulation on entry and departure fees at ports and inland wharves
As of 16 May 2016, the Circular No. 59/2016/TT-BTC shall govern entry and departure fees for inland waterway and ocean-going vessels entering and leaving ports and inland wharves. As follows:
- Weight charge (whether vessels carry weight or not) for each entrance and each departure shall be 165 dongs per tonne by gross deadweight tonnage.
- Fee for entry and departure at ports and inland wharves:
+ Freighters whose gross deadweight tonnage (GDT) varies from 10 to 50 tonnes: 5,000 dongs per trip.
+ Freighters whose GDT varies from 10 to 50 tonnes: 10,000 dongs per trip.
+ Freighters or towed fleet whose GDT varies from over 200 to 500 tons or passenger ships carrying 51 to 100 seats: 20,000 per trip.
+ Freighters or towed fleet whose GDT varies from over 500 to 1000 tons or passenger ships carrying 101 seats or more: 30,000 per trip.
+ Freighters or towed fleet whose GDT varies from over 1000 to 1500 tonnes: 40,000 dongs per trip.
+ Freighters or towed fleet whose GDT is over 1500 tonnes: 50,000 dongs per trip.
2. Fee for utilization of telephone numbers inventory
Circular No. 60/2016/TT-BTC in effect as of 19 May 2016, shall amend the Circular No. 202/2013/TT-BTC on the rate, collection, payment, management and allocation of fee for utilization of telephone numbers inventory.
Fee-collecting agencies can allocate 90% of the collected fee for utilization of telephone number inventory for the organization of fee collection activities and other purposes according to the Circular No. 188/2011/TT-BTC The remaining amount (10%) shall be transferred to the state budget.
This regulation shall expires after 31 December 2016. As of the year of 2017, the Law on fees and charges and documents detailing the enforcement of the Law on fees and charges shall prevail.
3. Announcement of changes in personnel in units under the Ministry of Defense and Ministry of Public Security
As of 15 May 2016, the joint Circular No. 03/2016/TTLT-BLDTBXH-BQP-BCA shall take effect and provide guidelines for the announcement of changes in personnel employed by units under the Ministry of Defense and Ministry of Public Security.
Section 6, Article 32 of the Decree No. 28/2015/ND-CP shall govern the announcement of changes in personnel under contract to units under the Ministry of Defense and Ministry of Public Security, as follows:
- Changes in personnel include:
+ Increase of contract workers.
+ Decline in contract workers.
+ Suspension of labor contracts.
- Units under Ministry of Defense and Ministry of Public Security shall report the number of workers increased, decreased and suspended, reasons for such increase and decrease according to guidelines from the Ministry of Defense and Ministry of Public Security.
4. Accounting entry of contributions
Circular No. 57/2016/TT-BTC in effect as of 15 May 2016, shall provide guidelines for collection and recording of contributions to Vietnam public utility telecommunications service fund and for the transfer of assets formed by the fund's finances by 2020.
The regulation on accounting entry of contributions includes:
- The addition of the second-level account pertinent to the specific account system that companies are utilizing.
- Accounting method for main economic activities related to financial contributions.
