1. The length of internship for teachers and lecturers
Circular No. 05/2016/TT-BGDDT , in effect as of 06 May 2016, shall regulate the length of internship for teachers and lecturers.
Teaching appointees, prior to their appointment, must fulfill the following length of internship:
- 6 months for kindergarten and elementary school teachers.
- 9 months for middle and high school teachers.
- 12 months for lecturers.
Such internship shall not be required for appointees who have taught for at least 12 months in educational institutions pertinent to their appointments.
Heads of educational institutions shall consider and abridge the time of internship for appointees holding a doctoral degree and having participated in teaching activities during their pursuit of a postgraduate program.
2. Determination of farming households, forestry households and fishery households living by average standards
Circular No. 02/2016/TT-BLDTBXH , in effect as of 10 May 2016, shall provide guidelines for determination of householders living on agriculture, forestry, fishery and salt farming and by average standards in 2016 to 2020.
It is to identify individuals eligible for state-funded health insurance as per the Law on health insurance. The procedure of determination shall be:
- Households applying for health insurance shall submit their requests to relevant ward people's committees for determination by hand or by post.
- Ward people’s committees shall take in households’ requests and instruct relevant poverty reduction boards at ward level to carry out activities of determination.
- It shall take no more than 10 working days upon the receipt of households' requests until the completion of determination activities.
3. Entry requirements for overseas study
Circular No. 06/2016/TT-BGDDT , in effect as of 06 May, regulates that citizens of the Socialist Republic of Vietnam must meet the following requirements to apply for subsidized overseas study:
- Possess fine political and ethical credentials.
- Be physically fitted for pursuit of overseas education.
- Incur no disciplinary penalties or criminal prosecution in progress.
- Possess degrees as required by each scholarship program.
- Satisfy requirements and possess certificate(s) in foreign language(s) according to each scholarship program.
- Be in the age range as required by each scholarship program.
- Submit full application(s) and enrollment fee(s), if any, in a timely manner.
- Conform to current regulations on training for state officials and state employees (for applicants working in government agencies).
- Fulfill other requirements according to each scholarship program.
Preference is given to applicants from organizations or regions granted with priority in human resource training or to applicants who have excellent achievements in education or science research or other cases according to the Government’s current regulations and each scholarship program.
4. Circular No. 51/2016/TT-BTC , in effect as of May 02nd, shall amend the list of product categories and preferential import tax rate on iron or steel for production of bead wires under Chapter 98 of Preferential Import Tariff.
5. Circular No. 54/2016/TT-BTC , in effect as of May 05th, shall regulate the management and utilization of interests on loans from the national employment fund.
6. Circular No. 07/2016/TT-BGDDT , in effect as of May 10th, shall prescribe assurance requirements, contents and procedures for inspection and endorsement of the conformity to standards on general education and illiteracy eradication.
7. Circular No. 55/2016/TT-BTC , in effect as of May 05th, shall regulate financial management for public private partnership projects and investor selection expenses.
