1. Exclusions from prescription medications
Circular No. 05/2016/TT-BYT regulates the following exclusions from medications prescribed for outpatients:
- Drugs and substances not intended for disease prevention or treatment.
- Drugs not licensed to circulate in Vietnam.
- Dietary supplements
- Cosmetics.
2. Methods for determination of market-based construction labor cost
Circular No. 05/2016/TT-BXD provides guidelines for determination of unit labor cost for construction cost management. The survey on market-based unit labor cost shall conform to the following sequence of actions:
- Classification of areas (regions): Classification of areas for survey shall abide by the government's regulations on region-based minimum salary.
- Identification of subjects of the survey.
- Survey methods: Direct interview and sending of survey forms to the subjects.
- A public region-based labor cost survey must be conducted on at least 15 main workers and 15 marginal workers as representative performers of group tasks in populated areas and construction sites.
If surveyees do not suffice in quantity, the survey shall cover the actual number of workers.
- Processing of survey data.
- Provincial people’s committees shall consider and adjust the construction labor cost, in remote areas and islands, at most 1.2-fold of the average labor cost determined.
3. New regulation on flight deck security
Circular No. 01/2016/TT-BGTVT regulates these details of the Vietnam aviation security and quality control program:
- Flight crews cannot leave the flight deck without the flight captain's approval.
- Two flight crews must be constantly present in the flight deck.
If only one flight crew is present due to force majeure, one flight attendant must accompany that flight crew.
4. Tuberculosis treatment through health insurance with appropriate referrals
Circular No. 04/2016/TT-BYT regulates the following cases of health insurance with appropriate referrals with regard to tuberculosis treatment and settlement of treatment expenses covered by health insurance:
+ Health insurance contributors, who succumb to tuberculosis or drug-resistant tuberculosis or are suspicious for tuberculosis or latent tuberculosis infection, are referred to health facilities as defined in Section 3, Article 4 of the Circular after their initial registration of health insurance at health facilities as prescribed in Section 1, Article 4 of the Circular.
+ Health insurance contributors, who contract drug-resistant tuberculosis, are referred to health facilities as defined in Point c, Section 3 and Section 4, Article 4 of the Circular after their initial registration of health insurance at health facilities as prescribed in Section 2, Article 4 of the Circular.
+ Health facilities as stated in Point b, Section 2, Article 4 of the Circular refer health insurance contributors, who are afflicted with tuberculosis or drug-resistant tuberculosis or are suspicious for tuberculosis or latent tuberculosis infection, to health facilities as stipulated in Section 2 and Section 3, Article 4 of the Circular.
