Prominent regulations in effect in late April 2016

From the 21st to 30th of April 2016, a variety of new regulations shall come into force. Including:

1. New details in the application for tertiary admission review

Pursuant to the Circular No. 03/2016/TT-BGDĐT (effective as of 29 April 2016), the following revisions shall be adopted to the tertiary admission review for applicants using their results from the national high school graduation examination:

- First application for admission review:

Applicants can only apply for admission into at most 02 tertiary institutions and into at most 02 faculties in each tertiary institution. Applicants cannot alter tertiary institutions and faculties registered at this stage of admission review.

- Additional applications:

Applicants can only apply for admission into at most 03 tertiary institutions and into at most 02 faculties in each tertiary institution. Applicants cannot alter tertiary institutions and faculties registered at each phase of admission review.

- Time limit for application:

Applications are admissible from the 01st of August to the 20th of October for university entrance and to the 15th of November for college entrance.

2. Physical requirements for applicants for public security academies

Pursuant to the Circular No. 15/2016/TT-BCA on application for public security academies, physical requirements for applicants shall comprise:

- No chronic diseases.

- Well-proportioned build and fitness.

- No deformity.

- Height: at least 1.64 m for male applicants, and at least 1.58 m for female applicants.

- Weight: at least 48 kg for male applicants, and at least 45 kg for female applicants.

- Applicants from Region 1 (beneficiaries of Region 1’s preferential treatments in tertiary entrance or those with registered permanent residency in Region 1 for at least 5 years) and applicants from minor ethnic groups shall be granted a reduction of 02 cm and 02 kg in height and weight, respectively.

- For citizens who complete or undergo their public security duties or their military service in the People’s army, requirements for height and weight shall conform to current regulations on physical examination for selection of citizens performing public security duties.

Police units with higher requirements on height and weight than general ones must report to the Minister for approval.

Circular No. 15/2016/TT-BCA comes into force as of 30 April 2016 and replaces the Circular No. 71/2011/TT-BCA.

3. New details of regulations on national high school graduation examination in 2016

As of 25 April 2016, the Circular No. 02/2016/TT-BGDĐT shall take effect and amend the Circular No. 02/2015/TT-BGDĐT with regard to regulations on national high school graduation examination. Including:

- Additional beneficiaries of supportive plus points shall be students who are pursuing a vocational program and continuing education program at high school level.

- Grade rounding for multiple-choice examination: Graders mark each exam paper and use computers to convert grades to 10.0 scale, which are then rounded to two decimal places.

- Suspension of one exam subject shall disqualify students from subsequent ones and render them ineligible for applying for high school graduation and tertiary entrance with their results from the said examination.

4. Cessation of transactions in valuable papers

Pursuant to the Circular No. 42/2015/TT-NHNN (in effect as of 30 April 2016), the State Bank shall cease its members’ transactions in valuable papers for 3 consecutive trading sessions in these events:

- Such members have not entered a repo for transactions in valuable papers.

- Such members have made no or insufficient payment(s) after winning bid(s) for valuable papers or upon the deadline for repurchase of valuable papers. Another event is such members' shortage of valuable papers for second resale onwards against their undertakings.

However, it does not apply to members enduring force majeure and having informed the State Bank in writing.

5. Criteria for determination of hamlets in severe hardship as of 01 January 2016

This regulation was stated in the Decision No. 12/2016/QĐ-TTg and succeeded via the Decision No. 30/2012/QĐ-TTg dated 18 July 2012 and the Decision No. 1049/QĐ-TTg dated 26 June 2014.

Decision No. 12/2016/QĐ-TTg shall take effect as of 28 April 2016.
