1. Time limits for issuance, change and re-issuance of Citizen Identification Cards
Pursuant to the Circular No. 11/2016/TT-BCA to take effect from April 20, time limit for processing and approval of applications for issuance, change or re-issuance of Citizen Identification Cards carried out by a district-level police authority before submission of these applications to a Police Division of Social Order Administration is stipulated as follows:
- As regards a city or district-level town:
+ In respect of issuance or change of Citizen Identification Cards, 1.5 business days have elapsed from the date all required application documents are received;
+ In respect of re-issuance of Citizen Identification Cards, 5 business days have elapsed from the date all required application documents are received
- As regards a suburban district, mountainous, highland or border region, or island, 10 business days have elapsed from the date all required documents submitted to apply for issuance, change or re-issuance of Citizen Identification Cards are received.
- As regards the remainder of regions, 05 business days have elapsed from the date all required documents submitted to apply for issuance, change or re-issuance of Citizen Identification Cards are received.
2. Fees charged for inspection of fire safety equipment
As from April 20, 2016 organizations or individuals must pay fees for applying for inspection of fire safety equipment according to the Fee Schedule of the Circular No. 42/2016/TT-BTC.
Accordingly, the fee for inspection of fire extinguisher is VND 450,000 per each; of fire escape ladder is VND 300,000 per each; of fire hose reel is VND 200,000 per each, etc.
- Costs of materials or business travel expenses incurred during the process of inspecting fire safety equipment; costs of inspection stamp printing and attaching will be paid by applicants for such inspection, based on the actual amount arising and in accordance with laws and regulations.
3. Deferred payment for import of goods not subject to foreign loan registration
Conventional loans made in the form of deferred payment for import of goods are not subject to registration or registration of change of foreign loans
This is an importance part of the Circular No. 03/2016/TT-NHNN to take effect from April 15, 2016.
4. Lending interest rate imposed on the medium and small-sized enterprise development fund
As from April 15, 2016 the Vietnamese dong lending interest rate imposed on the medium and small-sized enterprise development fund will apply in accordance with the Circular No. 37/2016/TT-BTC specifically including:
- The lending interest rate applying to short-term loans within 1 year maturity period (exclusive of those taken out as working capital) is 5.5%/year.
- The lending interest rate applying to medium and long-term loans is 7.0%/year.
All of these lending interest rates will apply to loans disbursed to small and medium-sized enterprises from the date of entry into force of this Circular.
5. Food safety requirements binding on small-scale manufacturing facilities
Pursuant to the Circular No. 57/2015/TT-BCT to take effect from April 15 this year, manufacturing facility owners and persons directly involved in the manufacturing process are required to achieve Certificates in Food Safety Awareness that remain valid by competent authorities.
Manufacturing facility owners must arrange periodic health examinations for themselves and persons directly involved in the manufacturing process at health service establishments that fall within the minimum remit of an urban or suburban district at least once a year.
Health records thereof must be fully deposited in such manufacturing facilities.
These above-mentioned owners and persons must also obtain health Certificates for food manufacturing business issued by health service establishments that fall within the minimum remit of an urban or suburban district.
