According to the Decision, the general roadmap for the implementation of the Memorandum of Understanding on the development and connection of border trade infrastructure between Vietnam and Laos is as follows:
* Purposes and requirements
- To effectively implement the Memorandum of Understanding on the development and connection of border trade infrastructure between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic (Memorandum of Understanding for short).
- To create favorable conditions for cooperation in the implementation among ministries, central authorities, and authorities of border provinces of Vietnam and between competent authorities of Vietnam and competent authorities of Laos in the implementation of the Memorandum of Understanding through focal authorities of both countries.
- To contribute to the promotion of the development of border trade infrastructures between the two countries.
- To be the ground for Vietnam's border provinces to develop plans to develop local border trade infrastructures.
- Requirements: Ministries, central authorities, and authorities of provinces of the Vietnam-Laos border shall actively, proactively, and strictly cooperate on the effective implementation of the Memorandum of Understanding; promptly resolve difficulties arising during the implementation of the Memorandum of Understanding; ensure compliance with current laws.
* General roadmap for the implementation of the Memorandum of Understanding
- The plan to implement the Memorandum of Understanding shall be carried out after the Prime Minister of Vietnam signs the promulgation until the Memorandum of Understanding expires; the implementation shall be continued if the Memorandum of Understanding is renewed.
+ Authority in charge: the Ministry of Industry and Trade of Vietnam shall take charge and cooperate with ministries, central authorities, and authorities of border provinces.
+ Implementation time: 3 years; the implementation shall be continued if the Memorandum of Understanding is renewed.
- After the plan is approved by the Prime Minister of Vietnam, ministries, central authorities, and authorities of border provinces shall develop their implementation plans and submit them to the Ministry of Industry and Trade of Vietnam for summary and monitoring.
+ Authority in charge: the Ministry of Industry and Trade of Vietnam shall take charge and cooperate with ministries, central authorities, and authorities of border provinces.
+ Implementation time: 4th Quarter of 2024.
