To continue to promote the development of the real estate market safely, healthily, and sustainably, contributing to the socio-economic development, the Prime Minister of Vietnam requests:
(1) Ministers, directors of ministerial agencies, concerned authorities, Chairpersons of People’s Committees of provinces and centrally affiliated cities, and enterprises to:
Be more determined, responsible, and proactive in organizing the strict and efficient implementation of tasks and measures assigned by the Government of Vietnam and the Prime Minister of Vietnam in:
Resolution No. 33/NQ-CP dated March 11, 2023, Official Telegram No. 1164/CD-TTg dated December 14, 2022, Official Dispatch No. 178/TTg-CN dated March 27, 2023, Official Telegram No. 194/CD-TTg dated April 1, 2023, Notification No. 133/ TB-VPCP dated April 16, 2023, and previous decisions and directives of the Prime Minister of Vietnam.
(2) Chairpersons of People’s Committees of provinces and centrally affiliated cities to:
- Urgently complete the preparation, adjustment, and addition of programs and plans for housing development of provinces, especially preparing and approving the planning and plans promptly and efficiently and implementing specific investments in social housing projects from this year to 2030 according to the targets assigned by the Prime Minister of Vietnam in the Scheme; and
Quarterly submit reports on the implementation results to the Ministry of Construction of Vietnam for summary and report to the Prime Minister of Vietnam.
- Review and make statistical reports on the number of real estate projects in implementation in their areas; proactively classify projects with difficulties; and
Proactively and actively work directly with each enterprise and each project with difficulties or perform a slow implementation to determine reasons to resolve such difficulties promptly within their jurisdiction; and
Summarize difficulties beyond their jurisdiction to send to the Working Team of the Prime Minister of Vietnam to be assessed, resolved, or reported to competent authorities for timely and effective assessment and decision.
- Accelerate the preparation and approval of planning, especially construction planning and urban planning, used as the basis for implementing real estate projects in a synchronous and modern manner.
Pay attention to arranging independent projects on social housing and housing for workers at appropriate locations with adequate convenience and technical and social infrastructures.
Disclose lists of real estate projects subject to bidding for investor selection for enterprises to have sufficient information and proactively research and register participation in the investment publicly and transparently.
- Direct competent authorities to accelerate the processing of procedures for investment, construction, land allocation, land price determination, and early implementation of real estate projects.
Prioritize the acceleration of the progress of projects on industrial real estate, social housing, and housing for workers.
Resolutely prevent cases of avoiding responsibility, blaming, delaying, harassing, and creating negativity in the processing of administrative procedures, affecting the progress of the implementation of real estate projects.
- Direct Departments of Natural Resources and Environments, Departments of Finance, and concerned authorities to focus on settling and resolving any difficulty and delay concerning land allocation, land lease, and land price determination.
Assess and determine land prices within their jurisdiction in compliance with laws and take responsibility before the Prime Minister of Vietnam if they allow the occurrence of any delay affecting the implementation progress of investment projects.
