The Decision introduces the List of 3,434 communes located within ethnic minority and mountainous areas in 51 provinces and central-affiliated cities, including: 1,673 region-I communes, 210 region-II communes and 1,551 region-III communes (specially disadvantaged communes).
Particularly, 1,551 specially disadvantaged communes are located throughout 39 provinces, specifically including:
- Ha Giang: 133 communes;
- Cao Bang: 126 communes;
- Bac Kan: 67 communes;
- Tuyen Quang: 50 communes;
- Lao Cai: 70 communes;
- Yen Bai: 59 communes;
- Thai Nguyen: 15 communes;
- Lang Son: 88 communes;
- Bac Giang: 28 communes;
- Phu Tho: 26 communes;
- Dien Bien: 94 communes;
- Lai Chau: 58 communes;
- Son La: 126 communes;
- Hoa Binh: 59 communes;
- Thanh Hoa: 21 communes; etc.

Decision No. 861/QD-TTg is entering into force as of the signature date and replacing the Decision No. 582/QD-TTg dated April 28, 2017; the Decision No. 103/QD-TTg dated January 22, 2019; the Decision No. 72/QD-TTg dated January 16, 2021.
