The Decree defines an automated security control gate as a device that is enabled to access data stored in a passport with an embedded electronic microprocessor chip (briefly called biometric passport or e-passport) or the National Database of passenger’s entry or exit in order to check and verify a passenger’s personal information, conformance to entry/exit requirements at border checkpoints.
Specifically, below are 5 groups of passengers to be eligible for entry or exit through automated security control gates:
(1) Vietnamese citizens using biometric passports to enter countries where they are exempted from entry visa requirements;
(2) Vietnamese citizens using biometric passports to enter countries where they are not exempted from entry visa requirements;
(3) Vietnamese citizens using traditional passports without embedded electronic microprocessor chips;
(4) Vietnamese citizens using laissez-passers agreed upon between Vietnam and countries sharing land border lines;
(5) Aliens holding permanent/temporary residence permit cards issued by competent regulatory authorities of Vietnam.
Out of the abovementioned five groups, those belonging to the group (1) need no registration while the rest wishing to enter or exit through automated security control gates has to complete registration procedures in either of the following approaches:
- Registering in person with the authorities issuing entry/exit documents or check-in/check-out control units in charge of automated security control gates;
- Registering via the Public Service Portals of the Ministry of Public Security, the Ministry of National Defense or the Ministry of Foreign Affairs.
