According to this document, provincial People’s Committees are requested to strictly command inferior-level People's Committees, Departments of Education and Training, and education institutions, to thoroughly be aware that parent representative boards must correctly perform their assigned functions, duties and rights prescribed in the Circular No. 55/2011/TT-BGDDT dated November 22, 2011. One of specific regulations is as follows:
Class parent representative board’s operational funding is derived from voluntary contributions of student's parents and other legitimate aids; parent representative boards are prohibited from calling for the contributions mentioned below from students or their families:
- Contributions are not made in a voluntary manner.
- Contributions are not directly used for activities of parent representative boards, including:
+ Protecting school’s facilities and security conditions;
+ Guarding student’s means of transport;
+ Cleaning classes and schools;
+ Rewarding administrators, teachers or other school staff;
+ Purchasing machines, equipment, resources necessary for activities in classrooms or schools or for administrators, teachers and other school staff;
+ Supporting management, instruction and other educational services;
+ Repairing, improving and building structures for schools.
