As provided in law, each employee is entitled to hold and keep a social security book which is used for checking social security contributions and benefit payments, and serves as a basis to settle social insurance and unemployment insurance claims.
However, in several cities and provinces, there are now persons impersonating social security agencies to create Facebook fanpages, publicly posting their phone numbers to purchase and sell unmatured social security books for profiteering purposes.
In order to prevent this wrongdoing, Social Security of Vietnam requests the Ministry of Labor, War Invalids and Social Affairs to enable social security affiliates at all levels to reject insured employees’ application for authorization granted to other persons to act on their behalf to claim their lump-sum payments, except in the following cases:
Employees are sick, suffer from occupational accidents to the extent that they are unable to directly contact social security agencies (Certificates of health status of trustors are required). This exception is to prevent improper use of social security books and fraudulent trades that are happening everyday.
