The Circular provides the new list of chemicals, biologicals and microorganisms prohibited for use in animal feeds, which will be in effect from January 14, 2020.
In addition, the Circular gives instructions about regulations on labeling animal feeds as follows:
- Animal feed labels must show information specified in Appendix II to the Circular No. 21.
- If an animal feed is a break-bulk cargo, documents prescribed in Appendix III to the Circular No. 21 must be carried along in transit, except traditional animal feeds which are not processed and are sold directly to farmers.
- If animal feeds sold according to purchase orders or consumed internally are stored in packages, they can be freely sold without labels printed according to Appendix II provided that they carry distinctive marks and are supported by documents prescribed in Appendix III.
Circular No. 21/2019/TT-BNNPTNT is in effect on January 14, 2020, replacing the following documents:
- Circular No. 28/2014/TT-BNNPTNT dated September 4, 2014;
- Circular No. 42/2015/TT-BNNPTNT dated November 16, 2015;
- Circular No. 01/2017/TT-BNNPTNT dated January 16, 2017;
- Circular No. 02/2019/TT-BNNPTNT dated February 11, 2019.
