The Decision sets percent targets for foreign language training and education for public officials, public servants and public employees, including:
- 50% public officials and public servants at the Central level, and 25% of public officials and public servants at the provincial or district level, achieve Level-4 or higher-level foreign language competency prescribed in regulations currently in force.
- 60% of public employees and 50% of public employees holding office as heads or leaders achieve Level-4 or higher-level foreign language competency prescribed in regulations currently in force.
- 20% of public officials or public servants, and 15% of public officials or public servants holding office as leaders or heads aged under 40 years at localities or in various sectors subject to the foreign language use requirement, achieve Level-3 or higher-level foreign language competency prescribed in regulations currently in force.

This Decision is not applied to public officials, public servants and public employees performing their assigned duties at diplomatic relation entities and bodies; foreign language teachers and lecturers.
The Decision No. 1659/QD-TTg will enter into force on November 19, 2019.
