New Law: Primary, lower secondary and upper secondary school teachers have to hold undergraduate degrees

This is the highlight of the 2019 Law on Education passed by the 14th National Assembly on June 14, 2019 and officially in force from July 1, 2020.

Primary, lower secondary and upper secondary school teachers must meet the regulatory qualification requirement under which they must hold at least undergraduate degrees.

This means that, compared to regulations laid down in the 2005 Law on Education, the new Law on Education has changed the qualification requirements for primary and lower secondary school teachers as follows:

- Primary school teachers: Change from “hold pedagogy post-secondary diplomas” to “hold undergraduate degrees in teacher training majors or higher ones”;

- Lower secondary school teachers: Change from “hold pedagogy associate degrees or hold associate degrees in combination with certificates of completion of pedagogical training courses” to "hold undergraduate degrees in teacher training majors or hold undergraduate degrees in relevant specializations and certificates of completion of pedagogical training courses”.

A question is that, when the 2019 Law on Education is in force, unqualified teachers that are now on duty need to upgrade their qualifications. 

The question will be solved when the Government issues the Decree to give instructions on the 2019 Law on Education with respect to the schedule of qualification improvement and qualification improvement method. For the time being, all teachers can stay relaxed to do their job normally.
