1. Increased allowances and benefits for people with meritorious services to the revolution
Decree No. 58/2019/ND-CP on allowances and benefits for people with meritorious services to the revolution comes into force from August 15, 2019.
According to the Decree, from July 01, 2019, the base value to determine the allowances and benefits for people with meritorious services to the revolution will be increased from VND 1,515,000 to VND 1,624,000.
More specifically, the monthly allowances and benefits for some persons shall be adjusted relative to Decree No. 99/2018/ND-CP as follows:
- The full-time revolutionary activists before January 01, 1945 shall receive the benefits of: VND 1,815,000/month (increased by VND 122,000/month); allowances of: VND 308,000/seniority.
- The part-time revolutionary activists before January 01, 1945 shall receive the benefits of: VND 3,081,000/month (increased by VND 207,000/month);
- Death benefits for relatives of the revolutionary activists who passed away before January 01, 1945: VND 1,624,000 (increased by VND 109,000/month);...
2. Leaders employing relatives as human resources managers to face dismissal
This particular content is specified in Decree No. 59/2019/ND-CP elaborating the Law on Anti-Corruption of 2018.
According to the Decree, the head or deputy of agency, organization or unit who, for the first time, assigns his/her spouse, biological parent, child, sibling to hold any managerial position such as human resources, accounting, treasurer, warehouse-keeper in his/her agency, organization or unit will receive a warning.
If the violation repeats after receiving a warning, the head or vice shall be dismissed.
Decree No. 59/2019/ND-CP will come into force from August 15, 2019.
3. Microenterprises to receive up to 100% subsidy on legal consultancy fee no more than VND 3 million/year
This is the new provision specified in Decree No. 55/2019/ND-CP on legal assistance for small and medium enterprises coming into force from August 16, 2018.
According to the Decree, after applying for assistance of legal consultancy fee, if the competent agencies agree on the application:
- Microenterprises will receive 100% subsidy but no more than VND 03 million/year;
- Small enterprises will receive up to 30% subsidy but no more than VND 05 million/year;
- Medium enterprises will receive up to 10% subsidy but no more than VND 10 million/year…
This Decree also provides some legal assistance principles for small and medium enterprises in the following order of priority:
- Small and medium enterprises owned by women or enterprises whose majority of employees are female will be prioritized for assistance if their applications are valid;
- Small and medium enterprises whose 30% of employees or more are disabled according to the Law on Persons with Disabilities;
- Small and medium enterprises will receive subsidies following the first-come first-serve rule.
4. People under 15 not allowed to operate aquatic recreational vehicles
On June 05, 2019, the Government promulgates Decree No. 48/2019/ND-CP on management of operation of vehicles serving aquatic recreational activities.
According to the Decree, the operators of aquatic recreational vehicles must be at least 15 years old and healthy.
Operators of vehicles whose total main engine power is exceeding 05 horsepower must have the licence to operate the vehicles as per law.
Throughout the period of participating in the recreational activities involving aquatic recreational vehicles, the operators must wear life jackets.
Decree No. 48/2019/ND-CP will come into force from August 15, 2019.
