1. National Assembly officially adopts 07 laws and gives opinions on 09 bills
On June 14, 2019, the Resolution No. 84/2019/QH14 regarding the 7th meeting session of the XIVth National Assembly has been issued.
In the Resolution, the National Assembly has passed 07 laws, including:
+ Law on Education;
+ Law on Architecture;
+ Law on Tax Administration;
+ Law on Public Investment;
+ Law on Criminal Enforcement;
+ Law on Prevention and Control of Harmful Effects of Alcoholic Beverages;
+ Law on Amendments and Supplements to Law on Insurance Business and Law on Intellectual Property.
Simultaneously, the National Assembly has given opinions on 09 bills, specifically including: draft Labor Code (amended); draft Law on Amendments and Supplements to the Law on Public Officials and Officers and the Law on Public Employees; draft Law on Securities (amended); draft Law on Military Reserve Forces; etc.
The Resolution No. 84/2019/QH14 is set to take effect on July 29, 2019.
2. Vietnam to accede to the Convention No.98 on Right to Organize and Collective Bargaining
This is the important content of the Resolution No. 80/2019/QH14 on accession to the Convention No.98 of International Labor Organization on Right to Organize and Collective Bargaining.
Pursuant to the Resolution, the National Assembly uniformly enforces all of 16 Articles in the Convention.
The Government, People’s Supreme Court, Supreme People’s Procuracy, Vietnam General Confederation of Labor, etc. reviews regulations of the 2012 Labor Code and other legislative instruments in order to provide any necessary amendment, supplement, issue new ones and ensure conformance to commitments specified in the Convention.
The Prime Minister approves and directs implementation of the plan for implementation of the Convention; communication and propaganda campaigns for the Convention’s contents in order to ensure consistency in awareness and action of the entire political system and amongst enterprises and people.
The Government directs Ministries and sectoral administrations concerned to completely carry out procedures for accession to the Convention and set the deadline for entry into force on Vietnam's side under the provisions of the Convention.

3. By 2020, National Assembly expects to pass 15 Laws
On July 26, 2019, the Resolution No. 2020/418837/tieng-anhaspx" target="_blank">78/2019/QH14 on the Program for Drafting of Laws and Ordinances in 2020, which modifies the Program for Drafting of Laws and Ordinance in 2019, officially enters into force.
Pursuant to the Resolution, 08 Laws are expected to be proposed to seek the National Assembly’s ratification at the 9th meeting, including:
- Law on Amendments and Supplements to certain Articles of the Law on Promulgation of Legislative Documents;
- Law on Adolescents (amended);
- Law on Public-Private Partnership Investment;
- Law on Court Annexed Mediation;
- Law on Amendments and Supplements to certain Articles of the Law on Judicial Survey;
- Law on Amendments and Supplements to certain Articles of the Law on Prevention and Control of Natural Disasters and Law on Dykes and Dyke Maintenance;
- Law on Amendments and Supplements to certain Articles of the Law on Construction;
- Law on Amendments and Supplements to certain Articles of the Investment Law and the Enterprise Law.
07 Laws are expected to be proposed to seek the National Assembly’s ratification at the 10th meeting, including:
- Law on Vietnamese Workers Working as Guest Workers (amended);
- Law on Border Defence;
- Law on International Agreement;
- Law on Amendments and Supplements to certain Articles of the Law on Environmental Protection;
- Law on Amendments and Supplements to certain Articles of Law on Administrative Sanctions;
- Law on Medical Examination and Treatment (amended);
- Law on Amendments and Supplements to certain Articles of the Land Law.
4. Resolution No. 83/2019/QH14 regarding the oral questioning at the 7th meeting of the XIVth National Assembly takes effect from July 29, 2019.
5. Resolution No. 82/2019/QH14 on continuation in improvement and enhancement of efficiency and effectiveness in implementation of policies and laws on planning, management and use of land in urban areas is in force from July 29, 2019.
6. Resolution No. 76/2019/QH14 regard the National Assembly’s Surveillance Program in 2020 enters into force from July 25, 2019.
