Employees receive 13 good news about SI and HI from July 1, 2019

From July 1, 2019, the base pay rate increased by about 7.2% will benefit both public and non-public employees.

In particular, non-public employees will be entitled to greater SI and HI benefits. These benefits are listed as follows:

1. Rate of sickness insurance cover for health recovery and rehabilitation will be 447,000 dong (compared to the current amount of 417,000 dong) per day.

2. Female employees giving birth to a baby or employees adopting a child under 6 months of age will be entitled to the lump-sum insurance benefit per each baby which is equal to 2,980,000 dong (compared to the current benefit of 2,780,000 dong).  If a female employee gives birth to a baby but only the baby’s father participates in SI, the father will be entitled to the lump-sum insurance benefit of 2,980,000 dong (compared to the current amount of 2,780,000 dong) per each baby.

3. Rate of maternity insurance cover for health recovery and rehabilitation will be 447,000 dong (compared to the current amount of 417,000 dong) per day.

4. Lump-sum insurance cover paid to incapacitated employees at the rate ranging from 5% to 30% will be regulated as follows: 

- In case of the 5% incapacitation rate, the incapacitated employee will be entitled to receive 7,450,000 dong (compared to the current amount of 6,950,000 dong). On such basis, for the 1% rate of incapacitation increased, the incapacitated employee will receive 745,000 dong added to the existing rate (compared to the current amount of 695,000 dong);  

- In addition to the abovementioned insurance rate, the insured will be additionally entitled to the benefit calculated based on the number of years of payment of social insurance contributions. Specifically, if the number of years of SI contribution payment is less than one, the insurance cover rate will be equal to that calculated in 0.5 month of SI contribution payment, and then if the number of years of SI contribution payment is increased by one, the insurance cover rate will receive an addition of the cover rate calculated by 0.3 month of pay as a basis for calculation of payment of SI contribution in the month preceding the date of the insured employee’s taking leave for his/her medical treatment.    

5. Monthly insurance cover rate paid to employees incapacitated at the 31% rate at minimum will be regulated as follows: 

- In case of the 31% incapacitation rate, the incapacitated employee will be entitled to receive 447.000 dong (compared to the current amount of 417.000 dong). On such basis, for the 1% rate of incapacitation increased, the incapacitated employee will receive 29.800 dong added to the existing rate (compared to the current amount of 27,800 dong);  

- In addition to the abovementioned insurance cover rate, the insured will be additionally entitled to the monthly benefit calculated based on the number of years of payment of social insurance contributions. Specifically, if the number of years of SI contribution payment is less than one, the insurance cover rate will be equal to 0.5%, and then if the number of years of SI contribution payment is increased by one, the insurance cover rate will receive an addition of the cover rate calculated by 0.3% of pay as a basis for calculation of payment of SI contribution in the month preceding the date of the insured employee’s taking leave for his/her medical treatment.

If employees incapacitated at the 81% rate at minimum suffer from paralysis from spinal cord injuries, blindness in two eyes or amputation and paralysis of two limbs or mental illness, in addition to the insurance cover rate specified in Article 47 in the 2014 Law on Social Insurance, they will be entitled on the monthly caretaking allowance of 1,490,000 dong (compared to the current amount of 1,390,000 dong).

7. If employees die at work due to occupational accidents or occupational diseases, or are dead during the period of primary treatment owing to occupational accidents or occupational diseases, their family relatives will be entitled to the lump-sum insurance cover amount of 53,640,000 dong (compared to the current amount of 50,040,000 dong).

8. Rate of insurance cover for health recovery and rehabilitation services after medical treatment for injuries or illnesses will be 372,500 dong (compared to the current amount of 347,500 dong) per day if the insured employee chooses to receive such services at home; will be 596,000 dong (compared to the current amount of 556,000 dong) if the insured employee chooses to receive such services at healthcare establishments.

9. The minimum monthly retirement pension paid to the employee participating in compulsory SI program who is eligible for the retirement pension under the provisions of Article 54 and Article 55 in the 2014 Law on Social Insurance will be 1,490,000 dong (compared to the current amount of 1,390,000 dong), except the cases prescribed in point I of clause 1 of Article 2 and clause 3 of Article 54 in the 2014 Law on Social Insurance.

10. Burial and funeral insurance cover rate will be 14,900,000 dong (compared to the current amount of 13,900,000 dong).

11. The monthly death allowance paid each family relative will be 745,000 dong (compared to the current amount of 695,000 dong); If a relative is not directly cared for by any person, the monthly death allowance amount will be 1,043,000 dong (compared to the current amount of 973,000 dong).

12. If the insured employee's period of payment of compulsory and voluntary SI contributions is at least 20 years, requirements and rates of entitlement to the retirement pension will be subject to compulsory SI policies; the minimum monthly rate of retirement pension will be 1,490,000 dong (compared to the current amount of 1,390,000 dong), except those insured employees prescribed in point i of clause 1 of Article 2 in the 2014 Law on Social Insurance.

13. HI cardholders receiving medical examination and treatment services in accordance with regulations and incurring total medical cost of less than 223,500 dong (compared to the current amount of 208,500 dong) will not be required to make co-payments.

All aforesaid matters are based on the 2014 Law on Social Insurance, the Decree No. 38/2019/ND-CP and the Decree No. 146/2018/ND-CP .
