The Circular sets forth Vietnamese language proficiency requirements applied to international students in Vietnam as follows:
- International students whose proficiency levels of Vietnamese language do not meet prescribed requirements for eligibility to take educational programs provided in Vietnamese language must take preparatory courses in Vietnamese language.
- International students who have completed upper secondary, associate degree, postsecondary, undergraduate and graduate degree education programs in Vietnamese language or have attained the Vietnamese language proficiency level B2 or higher may be exempted from Vietnamese language proficiency requirements.
- International students enrolling in educational programs, conducting researches or taking internships in any other language that is allowed for use in training activities of educational institutions must meet requirements concerning proficiency of that language in accordance with regulations in force.
Also, international students taking pedagogy postsecondary, associate or undergraduate degree programs will be exempted from requirements for studying the National Defence and Security subject and may be entitled to select alternative subjects, including Advanced Vietnamese Language, Vietnamese Culture and Vietnamese History, etc.
