Pursuant to the Decree, the employer recruiting fewer than 10 employees may be entitled to exemption from holding the employees’ meeting and must adopt the written regulations on the grassroots democracy at workplace.
In addition, the Decree provides regulations on those issues on which employee’s opinions are allowed, such as:
- Opinions on formulation, revision and supplementation of pay scale, chart and labor standards as well as recommendations about collective bargaining (currently, regulations on these issues are not available);
- Opinions on formulation, revision and supplementation of internal rules, regulations and other documents of employers relating to the obligations, legitimate rights and interests of employees;
- Recommendations and opinions on implementation of cost reduction, working condition improvement, environmental protection and fire safety solutions;…
The Decree No. 149/2018/ND-CP will take effect on January 1, 2019.
