Following the notice “Regulations on finance and banking coming into force from the beginning of November, 2018”, THƯ VIỆN PHÁP LUẬT would like to introduce the following noticeable regulations on labour and education.
1. Exemption from submission of pay scale and payroll granted to enterprises employing fewer than 10 workers
This regulation is introduced in the Decree No. 121/2018/ND-CP on amendments to the Decree No. 49/2013/ND-CP providing guidelines for the Labour Code in terms of wages.
According to this Decree, an enterprise that employs fewer than 10 workers shall be exempt from submission of the following documents to the labour authority of district where its business facility is located:
- Pay scale and payroll
- Labour productivity norms.
Decree No. 121/2018/ND-CP is coming into force from November 01, 2018.
2. Guidelines on funding for the Target Educational Program in mountainous regions
The Ministry of Finance has promulgated the Circular No. 86/2018/TT-BTC providing guidelines for management and use of state funding for the Target Vocational Program (hereinafter referred to as the “Program”) in mountainous regions, ethnic minority regions and disadvantaged regions in the 2016 – 2020 period.
According to this Circular, state funding shall be used to cover the following expenditures:
- Expenditures on procurement of necessary teaching equipment, student chairs and desks; equipment and appliances for canteens, kitchens, boarding rooms for students; repair and upgrading of canteens, kitchens and boarding rooms;
- Expenditures on formulation and implementation of the Program; formulation of indexes and system for monitoring and evaluating the implementation of the Program; formulation of the system of report forms and mechanism for information collection;
- Expenditures on employment of domestic consultants;
- Expenditures on training in and dissemination of indexes and system for monitoring and evaluating the implementation of the Program to executive officers; organization of meetings, conferences, seminars and training courses serving the implementation of the Program;
- Expenditures on data updating, information collection and processing, development of central-level software for managing the Program;
- Business travel allowances when conducting required inspections;
- Costs of auditing of the used funds of the Program.
Detailed regulations are available in the Circular No. 86/2018/TT-BTC which is coming into force as from November 05, 2018.
3. Codes of job titles of vocational education officials
This regulation is introduced in the Circular No. 10/2018/TT-BNV prescribing codes of job titles of vocational education officials.
According to this Circular, codes of lecturers and teachers in vocational education are provided for as follows:
- Codes of lecturers:
+ Rank-I senior vocational education lecturers – Code: V.09.02.01;
+ Rank-II principal vocational education lecturers – Code: V.09.02.02;
+ Rank-III lecturers in vocational education theory – Code: V.09.02.03;
+ Rank-III lecturers in vocational education practice – Code: V.09.02.04.
- Codes of teachers:
+ Rank-I vocational education teachers – Code: V.09.02.05;
+ Rank-II vocational education teachers – Code: V.09.02.06;
+ Rank-III teachers in vocational education theory – Code: V.09.02.07;
+ Rank-III teachers in vocational education practice – Code: V.09.02.08;
+ Rank-IV vocational education teachers – Code: V.09.02.09.
The Circular No.10/2018/TT-BNV is coming into force from November 01, 2018.
