THƯ VIỆN PHÁP LUẬT introduces the following Construction – Finance policies, which come into force during September 21 – 30, 2018:
1. Newest regulations on construction statistical reports in 2018
Below are notable contents of Circular No. 07/2018/TT-BXD on construction statistical reports, which comes into force from September 25, 2018.
According to the Circular, the reporting system has changed as follows:
- The reporting system includes: statistical report forms (Appendix I), reports form and description forms (Appendix II).
There are totally 13 reports forms (reduced by 5) and numbered from 01/BCĐP to 13/BCĐP.
- The Departments of Construction, Departments of Planning and Architecture of central-affiliated cities and provinces shall send reports to the Ministry of Construction (the recipient written on the upper right corner of the forms).
- Reporting periods
+ 6-month reports: from January 01 to the last day of the reporting period in June.
+ Annual reports: from January 01 to the last day of the reporting period in December.
Monthly and quarterly reports are no longer required; 6-month and annual reporting periods are also changed.
- Reporting deadlines are written on the upper left corner of the forms.
- The reports shall be submitted electronically and physically; the physical report shall bear the signature and seal of the head.
2. New regulations on construction statistical indicators
These are specified in Circular No. 06/2018/TT-BXD on construction statistical indicators
According to the Circular, a new system of construction statistical indicators has been introduced, including 04 groups below:
- Construction investment (09 indicators);
- Urban and rural development (16 indicators);
- Housing, real estate and office buildings (07 indicators);
- Building materials (01 indicator);
(Previously 03 groups: Construction investment management; Urban and rural development; Housing and real estate)
Construction statistical indicators are elaborated in the Circular.
Circular No. 06/2018/TT-BXD comes into force from September 25, 2018 and replaces Circular No. 05/2012/TT-BXD dated October 10, 2012.
3. State funding for climate change response during 2016 - 2020
The Ministry of Finance has promulgated Circular No. 70/2018/TT-BTC on management and use of state funding for the target program for climate change response and green growth during 2016 - 2020.
According to the Circular, state funding for climate change response during 2016 – 2020 shall be granted in accordance with current spending regulations.
Additional expenses mentioned in the Circular:
- Development of training program and teaching materials: specified in Circular No. 123/2009/TT-BTC dated June 17, 2009;
- Provision of training and courses: specified in Circular No. 36/2018/TT-BTC dated March 30, 2018;
- Survey and investigation: specified in Circular No. 109/2016/TT-BTC dated June 30, 2016;
- Business trips and conventions: specified in Circular No. 40/2017/TT-BTC dated April 28, 2017;
- Creation of information and database: specified in Circular No. 194/2012/TT-BTC dated November 15, 2012.
