1. 03 cases in which ID card issuance fees are exempt
These are specified in Circular No. 331/2016/TT-BTC , which amends Circular No. 256/2016/TT-BTC on ID card issuance fees, collection, transfer and management thereof.
According to the Circular, 03 cases in which ID card issuance fees are exempt include:
- Issuance of the first ID card to a citizen aged 14 or above;
- Issuance of an ID card to a citizen who reaches the age of 25, 40 or 60;
- Replacement of an ID card in case of errors caused by the ID card authority.
In addition, the Circular redefines fee payers as Vietnamese citizens aged 14 applying for replacement or reissuance of ID cards (previously 16 or above).
Circular No. 331/2016/TT-BTC comes into force from February 10, 2017 and applies to applications submitted from January 01, 2017.
2. Maximum allowance of VND 150,000/day/person for citizen reception
On December 14, 2016, the Ministry of Finance issued Circular No. 320/2016/TT-BTC on allowances for citizen reception, processing of complaints, denunciations and feed backs.
The Circular specifies allowances for people in charge of citizen reception as follows:
- Regarding people specified in Clause 1 and Clause 2 Article 21 of Decree No. 64/2014/NĐ-CP who work at citizen reception offices:
+ VND 100,000/day/person for those who are not receiving responsibility allowance;
+ VND 80,000/day/person for those who are receiving responsibility allowance.
- Regarding officials in charge of citizen reception at the central citizen reception office:
+ VND 150,000/day/person; VND 120,000 for those who are receiving vocational allowance.
- VND 50,000/day/person for the people specified in Clause 3 and Clause 4 Article 21 of Decree No. 64/2014/NĐ-CP.
Circular No. 320/2016/TT-BTC comes into force from February 01, 2017 and applies to the fiscal year 2017; Joint Circular No. 46/2012/TTLT/BTC-TTCP ceases to have effect on the same day.
3. Health workers’ eligibility to take the promotional examination 2017
This is specified in Circular No. 44/2016/TT-BYT , which amends Clause 1 Article 9 of Joint Circular No. 56/2015/TTLT-BYT-BNV on health workers’ eligibility to take the promotional examination and contents thereof.
According to the Circular, an official who wishes to take the promotional examination to be promoted from Class III preventive medicine physician to Class II preventive medicine physician or from primary preventive medicine physician to Class I preventive medicine physician in 2017 is required to work in preventive medicine over the last 02 years instead of holding the position of Class III or Class II preventive medicine physician for the last 02 years.
In addition, a participant in the promotional examination 2017 is not required to have the training certificate but his/her managing organization must request him/her to attend a training course for 12 months from the day on which the program is promulgated by the Ministry of Health.
Circular No. 44/2016/TT-BYT comes into force from February 01, 2017.
4. 02 cases in which health workers are exempt from internship
From February 01, 2017, Circular No. 43/2016/TT-BYT , which specifies health worker internship periods, comes into force.
According to the Circular, a health worker will be exempt from internship if he/she:
- has work for at least 12 months as a health worker in health facilities suitable for the position for which he/she applies; or
- has been granted a practising certificate whose scope is suitable for the position for which he/she applies and has practiced for 12 months to be issued with such practising certificate.
In addition, Circular 43 also specifies internship periods applied to various positions (physicians, preventive medicine physicians, public health, nurses, midwives, technicians, nutritionists, population control practitioners).
