1. Disclosure of financial information of state-owned enterprises
As of December 23, 2016, state-owned enterprises under the Ministry of National shall have their financial information disclosed pursuant to the guideline in the Circular No. 182/2016/TT-BQP in the following manner:
- Disclose the (audited) six-month and annual financial statements;
If operated under the parent-subsidiary structure, the enterprise has to disclose the parent enterprise’s annual financial report and the consolidated annual financial report upon disclosing its annual financial statement.
- Disclose their financial statements and the comments made by the auditor, the organization representing the owner and financial agencies on such statements and their corporate finance.
- Disclose the earnings and average income of the employees; each managerial employee’s monthly salary, pay, incentive and earning in the immediately preceding year.
- Disclose the fulfillment of their duties to the employees in regard to health insurance, social insurance and employment termination pay (if applicable).
A six-month financial statement shall be disclosed pursuant to the Circular No. 182/2016/TT-BQP by the 30th of July of its reporting year while the annual financial statement and reports are disclosed by the 15th of May of the year following the reporting year.
2. Equipment and uniform for the market surveillance force
Decree No. 148/2016/ND-CP on the guideline for the Market Surveillance Ordinance shall come into force as of December 25, 2016.
The work equipment and uniform for the market surveillance force are defined below:
- The market surveillance force shall employ supporting tools for conducting specialized inspections and penalizing administrative violations.
- The background color of the outer ring, on which two yellow rice flower stems curve, on the market surveillance badge is blue while that of the inner circle, at the central point of which a yellow five-pointed star is placed, is red;
The lower ends of the rice stems are attached to the yellow “wheel of history”, on which the red letters “QLTT” are proportionally arranged.
- The market surveillance flag is made of dark blue fabric in the shape of an isosceles triangle. The proportion of the equal sides to the bottom side is 5/3. The selvedges on the equal sides are attached with yellow fringes. The market surveillance badge is placed on the central point of the flag.
Moreover, the Decree No. 148/2016/ND-CP stipulates the insignia of market surveillance rank on the shirt’s shoulder and uniform at various echelons.
3. Redundancy of employees in limited liability enterprises under the Ministry of National Defense
Circular No. 154/2016/TT-BQP in effect as of December 28, 2016, guides the implementation of the policy on the redundancy of employees upon the restructuring of a limited liability enterprise under the Ministry of National Defense.
Redundant employees who were last recruited from April 21, 1998 or were hired on and after April 26, 2002, upon the termination of their labor contracts, shall be entitled to the following benefit:
- The redundancy pay defined in Article 49 of the Labor Law if the enterprise is privatized, sold, converted to a limited liability enterprise with two or more members or to a public service provider, merged, consolidated or divided.
- The severance pay defined in Article 48 of the Labor Law if the enterprise dissolves or goes bankrupt.
4. Supplemental training for collaborators in education inspection
As of December 29, 2016, the supplemental training for collaborators in education inspection shall incorporate the curriculum annexed to the Circular No. 24/2016/TT-BGDDT .
A supplemental training course thereof shall consist of 75 units: 25 units on theory, 25 units on discussion and practice and 25 units on essay and field study.
Circular No. 24/2016/TT-BGDDT replaces the Circular No. 32/2014/TT-BGDDT .
