1. Guideline for the implementation of rules of origin under ATIGA
Circular No. 22/2016/TT-BCT specifies the following 10 annexes as guidelines for the implementation of Chapter 3 on rules of origin and the procedure for issuance and examination of C/O under ATIGA:

2. Simplified conditions for licensing of foreign exchange operations
Circular No. 28/2016/TT-NHNN in effect as of November 18, 2016, amends the Circular No. 21/2014/TT-NHNN on the scope, requirements and procedure for licensing of foreign exchange operations.
A commercial bank shall only be required to meet the following two conditions for licensing of its domestic operations of elementary foreign exchange:
- Have the information technology system that meets the requirements for the administration, operation, risk management and security of foreign exchange operations.
- Impose internal rules on the management of risks concerning foreign exchange activities specified in the application for licensing.
Circular 28/2016/TT-NHNN in comparison with the current regulation, removes the conditions on business plan, managerial personnel and legal compliance regarding prudential ratios.
3. Grant for treatment and care of patients with mental illness
Circular No. 36/2016/TT-BYT in effect as of November 15, 2016, stipulates the mechanism of assignment for the treatment and care of patients with leprosy and mental illness.
The budgetary grant for the treatment and care of 01 mentally ill patient for 01 course of treatment shall range from VND 5.2 to 8.9 million, for instance:
- Alcohol-induced mental disorder: VND 5,250,000.
- Mental disorder due to sedative or soporific use: VND 6,420,000.
- Mental disorder due to tobacco use: VND 5,640,000.
- Depression: VND 8,920,000.
- Eating disorder: VND 5,760,000.
- Epilepsy: VND 5,570,000.

4. New deadline for filing of recommendations of commendation for inspectors
Circular No. 01/2016/TT-TTCP defines the following deadline for submission of written recommendations of emulative flags from the Government Inspectorate and merit certificates from the Inspector-General:
- Ministerial inspectorates, provincial inspectorates and units of the Government Inspectorate shall file such recommendations by the 25th of December (formerly the 10th of December) every year, unless otherwise instructed by the Government Inspectorate;
- Recommendations from emulation clusters shall be filed by the 20th of December (formerly the 15th of December) every year.
Ad hoc recommendations for teams and individuals shall be submitted upon their unexpected achievements.
Circular No. 01/2016/TT-TTCP shall take effect as of November 20, 2016 and replace the Circular No. 10/2011/TT-TTCP.
