1. Adjusted monthly allowance for servicemen
Circular No. 130/2016/TT-BQP , in effect as of October 25, 2016, provides guidelines for the adjustment of the monthly allowance for servicemen and cipher-handling employees being on the same payroll for servicemen demobilized, discharged or having resigned.
An amount of VND 150,000 per person is added to the monthly allowance by the following formula:
The monthly allowance in effect as of January 01, 2016 = (The allowance in effect in December 2015 + VND 150,000)
The monthly allowance, after adjusted, is:
- The allowance of VND 1,535,000 per month for the said individuals having done service for at least 15 years but not more than 16 years;
- The allowance of VND 1,605,000 per month for the said individuals having done service for at least 16 years but not more than 17 years;
- The allowance of VND 1,674,000 per month for the said individuals having done service for at least 17 years but not more than 18 years;
- The allowance of VND 1,743,000 per month for the said individuals having done service for at least 18 years but not more than 19 years;
- The allowance of VND 1,812,000 per month for the said individuals having done service for at least 19 years but not more than 20 years;
The increase of the monthly allowance takes effect as of January 01, 2016.
2. Benefit for sports instructors and athletes having an illness or an accident in action
Pursuant to the Circular No. 138/2016/TT-BQP in effect as of October 27, 2016, sports instructors and athletes not contributing to compulsory social and health insurances shall receive the following benefit upon falling ill, meeting with an accident or succumbing to death during an official training or competition:
- The benefit equal to 75% of the wage and the full expense of health care for illness or birth control procedures.
- The benefit equal to 100% of the wage and the full expense of first aid, emergency and medical care until the stabilization of injuries caused by an accident during an official training or competition.
Moreover, the employer shall have such sports instructor or athlete examined for work capacity after the care of injuries is stabilized. The reduction of work capacity by 5% or higher shall enable an additional one-time benefit.
- The person arranging the funeral of a sports instructor or athlete deceased shall receive a funeral benefit equal to 10 months’ statutory pay rate.
3. Individuals forced into drug rehabilitation centers
Decree No. 136/2016/ND-CP , in effect as of October 30, 2016, amends amendments to the Decree No. 221/2013/ND-CP on the administrative measure of compulsory admission to drug rehabilitation centers.
Individuals obligated to such measure are:
- Drug addicts from 18 years of age, without a stable shelter.
- Drug addicts from 18 years of age living in stable residence and fall under one of the following circumstances:
+ Being discontinued from the commune-based, ward-based or town-based education against drug addiction.
+ Having not been weaned off addiction in 02 years after fulfilling the commune-based, ward-based or town-based education against drug addiction.
+ Having not been weaned off addiction in 01 year upon the expiration of the decision on the commune-based, ward-based or town-based education against drug addiction.
4. Supervision of the National banknote printing plant
Circular No. 26/2016/TT-NHNN , in effect as of October 24, 2016, regulates the supervision and inspection of the National banknote printing plant.
The supervision of the National banknote printing plant shall include:
- The financial supervision of the management and utilization of state capital and assets, the preservation and development of the plant’s finances, the production and finance of the plant.
- The supervision of the printing and minting of legal tender, the production of gold bullion and golden souvenirs according to the State Bank's decisions and the laws.
- The supervision of the organization and regulation of the administration of workers and managerial officials, salary and earnings in the plant according to the State Bank's decisions and relevant laws.
